No, it should not cause any notable drain. On my Samsung Galaxy S6 Edge+, Clipbpoard Everywhere always uses 0% of my battery, meaning the drain is very low.

The drain for the Windows Desktop version is also very low, so you shouldn't have anything to worry about.
